Like the man said, these indeed are catchy melodies from the soundtrack for Teenage Mutant Ninja Turtles III: Manhattan Project for NES , made by the great Hidenori Mezawa.
I think, other than Mega Man and Ducktales, the turtles music has stuck with me the most. The Manhattan Project stands as the lone console made beat ‘em up made during the original run of Teenage Mutant Ninja Turtles games by Konami, thus this is the only time original chip-tunes were made for the lean, green team. I treasure them.
